Vehicle Requirements for Child Transportation
Purpose
To ensure the safety, supervision, and regulatory compliance of all children transported by the child care program using program-owned, operated, contracted, or regularly used vehicles.
Scope
This SOP applies to:

Vehicles owned or operated by the child care program
-
Vehicles regularly used by the program
-
Vehicles used through a transportation contract or agreement with an outside entity
Excluded:
Parentsā or guardiansā personal vehicles used for field trips are not subject to this SOP.
Procedure
Step 1: Vehicle Inspection and Maintenance

All vehicles regularly used to transport children must undergo anĀ annual inspection by a licensed mechanic.

The inspection must confirm the vehicle is in proper working order.

Written documentation from the mechanic must:
-
Be current
-
Be maintainedĀ inside the vehicle at all times
-
-
Vehicles with expired or missing inspection documentationĀ may not be usedĀ to transport children.
Step 2: Passenger Capacity Compliance

The number of individuals transported mustĀ never exceed:
-
The manufacturerās designated seating capacity, or
-
The number of factory-installed seat belts (whichever is less).
-

Every individual in the vehicle must use an approved seat belt or child restraint system as required by law.
Step 3: Staff-to-Child Ratio Requirements
-
Required staff-to-child ratios must beĀ maintained at all times during transportation.
-
The driver may be counted in the ratioĀ only ifĀ the driver:
-
Meets all screening requirements, and
-
Has completed all required training.
-

Ratios must be verifiedĀ before departure and upon arrival.
Step 4: Insurance Compliance
-
All vehicles used for transporting children must comply withĀ state-required insurance coverage.
-
Proof of insurance must:
-
Be current
-
Be maintained on-site at the child care facility
-
-
Vehicles without valid insurance documentation may not be used.
Step 5: Vehicle Temperature Requirements
-
While transporting children, the vehicle interior must be maintained at a temperature between 65°F and 82°F.
-
Temperature control may be achieved through:
-
Mechanical means (air conditioning or heating), or
-
Natural ventilation (as appropriate and safe).
-

Staff must monitor children for signs of discomfort related to temperature.
Step 6: Child Safety Alarm System Requirements

All vehicles used to transport children must be equipped with aĀ Department-approved child safety alarm system.
-
The alarm system must:
-
Automatically activate when the vehicle ignition is turned on
-
Require the driver to walk to theĀ rear of the vehicleĀ (or side entry point for passenger vans) to deactivate it
-
Sound an audible alarm if not deactivated
-
-
Alarm specifications:
-
Alarm must sound withinĀ one minuteĀ after ignition is turned off
-
Alarm must be audible fromĀ at least 500 feet
-
Deactivation must require the driver to physically walk to the back of the vehicle and visually inspect all seating areas
-

Alarm systems must:
-
Be installed according to manufacturer instructions
-
Be maintained in proper working order at all times
-
Step 7: Approved Alarm Systems
-
Only alarm systems from theĀ Department-approved manufacturer listĀ may be installed.
-
The approved list is available on the Departmentās childcare website.
-
Alarm systems installed prior to October 1, 2021:
-
Are acceptable if they meet all current criteria
-
Must remain fully functional
-
Must be replaced with an approved system if repair or replacement becomes necessary

Monitoring & Compliance
-
Directors or designees are responsible for:
-
Verifying documentation
-
Ensuring alarm functionality
-
Monitoring ratios and temperature compliance
-
-
Non-compliance may result in disciplinary action and/or regulatory violations.
Records to Maintain
-
Annual vehicle inspection documentation
-
Proof of insurance
-
Alarm system installation and maintenance records
-
Transportation staffing documentation
