Purpose
To ensure that children with special needs are welcomed, supported, and provided with an inclusive environment that fosters their development while meeting legal and ethical responsibilities.
Scope
This policy applies to all staff members, including teachers, administrators, and support staff, who are involved in caring for and educating children with special needs.
Policy Statement
Our center is committed to providing an inclusive environment that recognizes the rights of all children to participate in a high-quality early learning experience. We work collaboratively with families and specialists to develop individualized support strategies that meet each childās unique needs.
Definitions

Special Needs: Includes developmental delays, physical disabilities, chronic health conditions, behavioral challenges, sensory impairments, and diagnosed conditions covered under IDEA or ADA.

Inclusion: Integrating children with and without disabilities in the same learning environment with appropriate support.
Procedure
1. Enrollment and Identification

Families are encouraged to disclose any diagnoses, assessments, or concerns during the enrollment process.

Intake forms include a section to identify special needs and provide information about IEPs, IFSPs, or evaluations.

The director or inclusion coordinator will review documentation and schedule an intake meeting with the family.
2. Individualized Support Plan

Collaborate with the family and any relevant professionals (e.g., therapists, school district representatives) to develop a written Individualized Support Plan (ISP).

ISP includes:

Specific accommodations and modifications.

Strategies for communication, sensory needs, or behavior support.
-
Health and safety procedures (e.g., allergy or seizure protocols).

Regularly update the plan based on observation and progress.
3. Classroom Integration

Modify curriculum, materials, and classroom environment to accommodate diverse needs.

Provide visual schedules, sensory tools, and adaptive equipment as needed.

Use inclusive teaching strategies and positive behavior supports.
4. Staff Training and Support

Train staff in:

ADA compliance and inclusive practices.

Strategies for behavior management and communication.

Using assistive technology or sensory tools.

Ongoing coaching and support from the inclusion coordinator or behavior specialist.
5. Collaboration with External Professionals

Coordinate services with speech, occupational, or physical therapists when services are delivered on-site.

Allow access to classrooms for observations and implementation of therapy with parent consent.

Maintain confidentiality and follow HIPAA guidelines.
6. Documentation and Monitoring

Maintain a file with all relevant documentation: assessments, ISP, parent communications, and observation notes.

Monitor progress through anecdotal records, developmental checklists, and assessment tools.

Review ISP goals quarterly with families.
7. Family Communication and Support

Foster ongoing communication through daily reports, family meetings, and conferences.

Respect and support family values, culture, and preferred communication methods.

Connect families with community resources, early intervention programs, or support groups as needed.
Exclusion Policy
Children with special needs will not be excluded solely based on their diagnosis or disability. If the program is unable to meet the childās needs despite all reasonable accommodations, a team meeting with the family will be held to determine the next best placement, with referrals and transition support provided.
