Conducting and Documenting Headcounts

Purpose

To ensure the safety and accountability of all children during the day by conducting accurate and timely headcounts, especially during transitions, group activities, and emergency situations.


 

Scope

This SOP applies to all teaching and support staff responsible for supervising children in any capacity, including during classroom time, outdoor play, mealtimes, rest time, bathroom breaks, and field trips.


 

Policy Statement

All staff must conduct and document headcounts at every transition and at routine checkpoints throughout the day to ensure no child is ever left unsupervised, unaccounted for, or at risk.


 

When to Conduct Headcounts

Headcounts must be conducted:

  1. Arrival Time – As each child enters the classroom.

  2. Before Leaving the Classroom – For any transition (e.g., playground, lunchroom, bathroom).

  3. Upon Arrival at New Location – After every transition.

  4. Before and After Outdoor Play

  5. Before and After Bathroom Breaks

  6. Before and After Nap Time

  7. During Emergency Drills or Actual Emergencies

  8. Before Boarding and After Exiting Transportation

  9. Every 30 Minutes During Field Trips

  10. At Dismissal – As each child is signed out.


 

Procedure

1. Counting Process

  • Visually count each child aloud using the attendance roster or headcount form.

  • Make eye contact with each child as they are counted.

  • Repeat the count for accuracy. Always count twice during high-risk transitions (e.g., field trips).

  • Have one designated person responsible for the count. If team teaching, the lead teacher assumes the role unless delegated.

  • During transitions, assign an assistant to bring up the rear and check for stragglers.

2. Documentation

  • Use the Headcount Log Sheet or Daily Transition Checklist to record:

    • Time of count

    • Location

    • Number of children

    • Staff initials

  • For field trips, use a separate Field Trip Headcount Log and check against the sign-in sheet.


 

If a Child is Missing

  1. Immediately alert the Lead Teacher and Director.

  2. Secure all other children and conduct a quick sweep of surrounding areas.

  3. Activate the Missing Child Protocol, including notifying authorities if child is not located within 5 minutes.

  4. Notify parents once search is underway.

  5. Complete an Incident Report and conduct a full review of procedures.

Monitoring and Training

  • Headcount procedures will be reviewed in monthly safety trainings.

  • Spot checks will be conducted by administration weekly.

  • Non-compliance may result in corrective action.
