Standard Operating Procedure (SOP): Classroom Ratios and Staffing Monitoring

Purpose

To ensure compliance with state licensing regulations and accreditation standards regarding teacher-to-child ratios, and to maintain a safe, developmentally appropriate learning environment.


 

Scope

This SOP applies to all staff responsible for supervising children, including lead teachers, assistant teachers, floaters, and administrative staff who support classroom coverage.


 

Policy Statement

Maintaining proper classroom ratios is essential for child safety, quality instruction, and licensing compliance. Staff must be vigilant in monitoring ratios at all times during the school day—including during transitions, outdoor play, meals, and naptime.

Procedures

  1. Daily Staffing Plan

    • Directors must post and review the daily staffing schedule by 8:00 AM.

    • Floaters and substitutes must be assigned to cover breaks and absences in advance.

  2. Headcounts and Transitions

    • Conduct a headcount every transition (indoor/outdoor, meals, bathrooms).

    • Log the time and number of children present on the designated Headcount Log Sheet or electronic system.

  3. Monitoring Ratios in Real-Time

    • Teachers must never exceed the maximum number of children assigned to their ratio.

    • In the event a classroom is over ratio, staff must immediately notify the director or designee.

  4. Break Coverage

    • Breaks must be scheduled so ratios remain compliant at all times.

    • Floaters must be trained and ready to assume classroom supervision.

  5. Absenteeism and Substitutes

    • If a staff member is absent, the director must secure a qualified substitute.

    • Ratios must be adjusted if coverage cannot be arranged—this may include combining classes temporarily if allowed by licensing.

  6. Documentation & Compliance

    • Directors are responsible for auditing headcount logs weekly.

    • Any incidents of ratio noncompliance must be documented and reported to licensing (if required).

  7. Staff Training

    • All staff must receive annual training on ratio requirements and emergency staffing procedures.

    • New hires must be oriented on ratio expectations during onboarding.

Purpose

To ensure instructional consistency, proper time management, and alignment with curriculum goals, directors must monitor that every classroom is following the approved daily schedule.


 

Policy Statement

All classrooms must adhere to their posted daily schedule. Directors are responsible for monitoring schedule compliance and supporting teachers in timely transitions and instructional pacing.


 

Procedures

  1. Daily Walkthrough Observations

    • The director (or designee) must conduct two walkthroughs per day—one in the morning and one in the afternoon.

    • Compare the actual classroom activity to the posted schedule.

    • Use a Classroom Schedule Monitoring Form to document observations.

  2. Weekly Schedule Review

    • Review each classroom’s posted schedule every Monday to ensure alignment with curriculum goals, specials (e.g., music, STEM), and any schoolwide events.

    • Ensure any modifications (e.g., special events, weather-related indoor play) are documented.

  3. Teacher Accountability

    • Teachers are required to:

      • Post the current schedule in a visible location.

      • Follow the schedule within 5–10 minutes unless adjustments are approved.

      • Notify administration if a delay or change is needed.

  4. Coaching & Support

    • If a classroom is consistently off-schedule:

      • Meet with the lead teacher to identify root causes (e.g., poor pacing, lack of prep).

      • Provide coaching, modeling, or extra support staff if necessary.

      • Follow up within the same week to verify improvement.

  5. Documentation

    • Keep completed walkthroughs and compliance forms in the Director’s monitoring binder.

    • Record trends and patterns monthly in the Operations Report.

    • Use these insights to guide training and staffing decisions.

Corrective Action
