Outdoor Playground Equipment SOP

Purpose

To ensure that all outdoor playground equipment is safe, developmentally appropriate, properly maintained, and compliant with childcare licensing regulations to reduce the risk of injury and promote safe, active play.

Scope

This SOP applies to all childcare personnel responsible for supervising, maintaining, inspecting, or approving the use of outdoor playground equipment.

Definitions

  • Permanent/Stationary Equipment: Playground structures anchored to the ground, such as climbing structures, slides, and swing sets.

  • Portable Equipment: Equipment designed to be moved or relocated, such as ride-on toys or movable play structures.

  • Fall/Use Zone: The area surrounding playground equipment designed to reduce injury risk from falls.


Procedure

Step 1: Provide Age-Appropriate and Adequate Equipment

  • Ensure sufficient outdoor equipment is available so all children can actively participate without overcrowding.

  • Equipment must be appropriate for each child’s age, size, and developmental ability.

Step 2: Ensure Proper Installation and Anchoring

  • All playground equipment must be:

    • Securely anchored unless designed to be portable or stationary without anchoring

    • Installed and maintained according to manufacturer instructions

    • Positioned to allow safe movement and supervision

Step 3: Conduct Required Equipment Inspections

  • Perform monthly inspections of all outdoor playground equipment, including:

    • Above-ground and below-ground supports

    • Connectors, bolts, fasteners, and moving parts

  • Document all inspections and retain records for a minimum of 12 months.

Step 4: Maintain Equipment Safety and Placement

  • Ensure all equipment, fences, and objects are:

    • Free of sharp, broken, or jagged edges

    • Properly spaced to prevent congestion and collision hazards

Step 5: Maintain Required Fall/Use Zones

  • Permanent or stationary playground equipment must have a minimum 6-foot fall/use zone in all directions from the equipment perimeter.

Ground Cover Requirements:

  • Loose-Fill Surfacing (e.g., mulch, sand, shredded rubber):

    • Must be at least 6 inches deep within the use zone

    • Must be regularly maintained and replenished

    • Prohibited surfaces include asphalt, concrete, hard-packed dirt, grass, hay, or leaves

  • Unitary Surfacing:

    • Must be installed, maintained, and replaced according to manufacturer instructions

    • Must comply with ASTM F1292 standards

    • Test documentation must be kept on file and available for licensing review

  • Grandfathered Play Areas (Pre–January 1, 2020):

    • Facilities with previously approved layouts not meeting the 6-foot requirement must have submitted required documentation to the Department

    • If equipment is moved, replaced, or new equipment is added, current standards apply

Step 6: Prevent Unsafe Equipment Placement

  • Climbing equipment must not be placed over or directly adjacent to hard surfaces such as:

    • Asphalt

    • Concrete

    • Dirt or grass

    • Carpeted or gym-matted surfaces not designed for playground fall protection

Step 7: Ensure Proper Drainage and Water Safety

  • Outdoor equipment must:

    • Allow for proper water drainage

    • Be checked regularly for standing water

  • Any containers or equipment that collect water must be emptied immediately after use.

Step 8: Sandbox Safety

  • All sandboxes must be:

    • Covered at the end of each day

    • Secured with coverings that prevent animal access

Step 9: Prohibited Equipment

  • Wading pools and inflatable water slides with standing water are strictly prohibited.

Step 10: Maintain Manufacturer Documentation

  • Manufacturer instructions must be maintained on file (paper or electronic) for:

    • All outdoor playground equipment purchased or installed on or after January 1, 2020

  • Documentation must be readily available for licensing review upon request.


Documentation & Records

  • Monthly equipment inspection logs (retain 12 months)

  • Manufacturer installation and maintenance instructions

  • ASTM F1292 compliance documentation (for unitary surfacing)

  • Licensing correspondence related to grandfathered play areas


Compliance

Failure to follow this SOP may result in licensing violations, increased injury risk, and corrective action requirements.
